Welcome to Teyvat - a vast magical world of adventure.
The Miko of the Grand Narukami Shrine has arranged for your passage out of Ritou and into the Inazuma islands at large. The nation has been gripped by an oppressive atmosphere ever since the enactment of the Vision Hunt Decree, and only someone unyoked by the Electro Archon can hope to break this stalemate.

Konda Village sits on the outskirts of Inazuma city. A pillar of its community now seeks to move out after losing his Vision. A samurai employed by the Shogunate is being accosted of hiding rations by his neighbours, and he has no recollection of ever dealing in such matters. Forgetting something seems to be the thread that links every former Vision holder's story together, yet their tragedies differ greatly in circumstance. Is the loss of a Vision truly so profound? If so, then why did the gods deliver such a poisoned gift to their people?

A mysterious priestess approaches you with a sincere request - Kazari seeks your aid in purifying the Thunder Sakura around Inazuma, as well as the Sacred Sakura on Mount Yougou. She tells you that these trees absorb the evil from the very land, but cannot dispel it without outside intervention. Here's where you come in: you need to dispel the sealing sigils around the holy trees, so that the filth accumulated within their roots can take form and then be swiftly cut down.
The seals, the trees, and Kazari herself are relics from the olden days - the mystical Inazuma, where kitsune and tengu lived and worked alongside humans and their god. But those days have since ended, and all that is left is a stifling eternity.
State of the World
The Land of Eternity is not without failings. By pursuing 'Eternity' and closing the doors of her nation, the Raiden Shogun has only made the lives of her people more difficult. Exploring the country may give you some clues as to how you can break her enforced stasis. You must first understand the situation of the nation, and then find the natives who also wish to change their world.

It'd probably be against his contract to speak of it, anyway. [So even if he was here, there was no guarantee he could provide them answers. ]
And I don't know, at least I've never found any record of it. [...] Though, I know it's not the Archons that grant Visions. Zhongli told me that once.

If Archons don’t grant them are we sure they’re god given? That sounds like someone else does it. Someone possibly higher than them.

But...it's also possible Visions have little to do with the gods at all, and simply manifest on their own under the right conditions. My world has a similar phenomenon.

If it’s Celestia’s doing then they’ve found a brutally swift way to handle anyone they want to keep an eye on. All we’ve seen of them has been just as heavy handed.
But I don’t want to assume it’s them without…proof.

I admit, there's a lot we still don't know about Soul Devices, but I can confirm they don't come from the gods.

Though if Celestia is responsible for Visions, I don't think they're a way to weed out threats. Otherwise, Vision Hunt Decrees would be found in the other nations. This seems to be an Inazuma specific issue.

If, they are just a natural manifestation of their power…then these visions might continue to occur even with gods removed. None of this is anything I find familiar. I yield to your greater experience.
…Beastmen are born with our strength and speed. We learn to hide it and look like humans over time. Even that practice is as new as our stepping away from hiding from humans. And much of shape changing is largely under study.
[Few have devoted themselves to such a field. He shakes his head.] Either way, it’s clear Visions take a price. Their Archon has to know that. Yet does this anyway.

[So He's not surprised that this is out of Shirou's area of experience. It's out of MOST people's. Honestly, even with Jun's experience it had taken awhile for him to start forming these observations. ]
If they are naturally occurring, it might explain why Forneus and Zhongli allowed the use of Visions during the "test" in Liyue. It wouldn't have been a very useful assessment of humanity's capabilities if the humans were relying on powers given to them by the gods.
[Which is why he didn't do much to help through that, and in fact caused problems on purpose. Having assistant from a foreign god in any capacity would've also counted as cheating, as far as Jun was concerned.]

...Yeah. Regardless of the true nature of Visions, this Archon is making a choice now that is hurting her people. We need to find out why, and what we can do about it.

Yes, there has to be evidence of why somewhere. No matter the problem, there is always evidence. In a nation so focused on eternity…it might even be well preserved.
And I think you’re on to something with the Visions. It would make sense why they let them be used. But if that’s how it is…There are a lot more questions than answers.

That's good point. A decree is a law isn't it? So maybe there's legal documents that'll illuminate more...

Mm, well, it is just a theory at this point. But it would solve the problem of what the people of Teyvat will do for protection without the gods, if it is true.

It is a law. There has to be a time it was issued. Or the laws for how to handle it laid down. Or historical records about what events occurred before it was issued.

[He glances straight ahead then glances back at Jun.] It is not something to focus on but keeping it in mind could prove useful.

Well...I did notice one thing. The upkeep with things that help keep Inazuma safe from the spirit realm seems like it's been...neglected.

[He taps the side of his nose. In the wild he can just be himself and use all the tools as his disposal.]
But this can mean that the land isn’t part of the idea of eternity. A dangerous mistake.

It's not like it's been completely neglected. This island actually has a very clever purification system in place, using a mix of seals and the Thunder Sakura trees. It even seems like the system was designed with eternity in mind, as it's both durable and simple enough to figure out, so they don't have to worry about losing the knowledge over time.
However...the system still needs an occasional cleansing ritual, or it'll get overloaded. But there doesn't seem to be any local groups that handle the job. Which considering their god is directly involved in the running of the country, you would expect there'd be someone assigned to it.
It's a strange oversight for a god to make. Especially considering the amount of thought and care that went into developing the system in the first place.

He chooses his next words with deliberate care. Speaking slowly,] Is it an oversight or did something happen? If there was someone overseeing it I assume there is a record of that. Tracing that might give us an answer.
